Biden Administration Rehires Carole House
Carole House, who helped develop President Joe Biden’s “Executive Order on Ensuring Responsible Development of Digital Assets,” has been rehired by the Biden administration. She announced in a Linkedin post on Monday:
I am deeply honored, humbled, and excited to return to government appointed in the Biden administration, where I am serving as the Special Advisor for Cybersecurity and Critical Infrastructure Policy at the White House National Security Council!
House, a former Army Captain, previously worked at the U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN), where she led cybersecurity, virtual currency, and emerging technology policy efforts as a senior cyber and emerging technology policy officer.
In February, she testified before the House Financial Services Committee on approaches to combat crypto crimes and illicit activity as a Nonresident Senior Fellow at the Atlantic Council and Chair of the Commodity Futures Trading Commission (CFTC)’s Technology Advisory Committee.
During the congressional hearing, she highlighted that while cryptocurrency offers benefits such as peer-to-peer transfers and reduced transaction costs, it also poses significant risks for illicit finance. She cited its use in ransomware attacks, North Korean cybercrime, and various fraud schemes. House called for enhanced regulatory measures and international cooperation to combat these risks. She suggested building compliance features into decentralized finance ( defi) systems, funding regulatory agencies, promoting international action, enhancing public-private partnerships, and developing secure digital identity infrastructure.
House recently served as an Executive in Residence at Terranet Ventures, a venture capital firm specializing in investments in cybersecurity, blockchain, digital currency, and other IT sectors both in the U.S. and internationally. Additionally, she served on the Advisory Boards for The Digital Dollar Project. She told lawmakers in the February congressional hearing:
Most of my career has been at the intersection of national security, emerging technologies, and finance.
She further shared on Linkedin: “Honored to have been called to return to service of absolutely critical mission sets that are necessary to shape the future of secure and trustworthy digital economies; humbled by opportunity to once again serve amongst and in support of the most elite national security community in the world; and excited to be driving some incredible efforts in service of this nation’s security and competitiveness with the amazing interagency.”
