The Future of Digital Assets: A Powerful New Direction From Congress

Congressman Tom Emmer of Minnesota has been appointed Vice Chairman of the Subcommittee on Digital Assets, Financial Technology, and Artificial Intelligence. The announcement was made this week by Congressman French Hill of Arkansas, Chairman of the House Financial Services Committee. Congressman Bryan Steil of Wisconsin will serve as Chairman of the subcommittee.

Emmer took to social media platform X on Tuesday to share his enthusiasm for the role. He emphasized:

With President Trump in the White House, and Gary Gensler confined to the waste bin of Washington, we have an excellent opportunity to ensure that the future of digital assets is guided by Americans, with American values.

The lawmaker from Minnesota then expressed his intent to collaborate with Rep. French Hill, chairman of the Financial Services Subcommittee on Digital Assets, Rep. Bryan Steil, chairman of the House Administration Committee, and other colleagues “to foster an environment where digital asset innovation can thrive.”

Chairman Hill lauded Emmer’s commitment to advancing digital asset policy and emphasized their previous collaboration on key legislative efforts. He stated:

Majority Whip Emmer has been one of the leading voices in Congress on digital assets. We collaborated on the Anti- CBDC Surveillance Act in the 118th Congress and have worked closely together on a number of digital assets-related issues.

Emmer has been a prominent advocate for blockchain technology and digital asset regulation throughout his tenure. Currently serving his sixth term on the House Financial Services Committee, he has also co-chaired the Congressional Blockchain Caucus since 2018. Emmer introduced several notable legislative measures, including the Securities Clarity Act and the Blockchain Regulatory Certainty Act. His 2021 CBDC Anti-Surveillance State Act solidified the Republican position on central bank digital currencies, culminating in its House passage in 2024. As Majority Whip, Emmer has played a critical role in developing stablecoin and digital asset market structure legislation, underscoring his influence in shaping U.S. financial technology policy.
