Russia Paves Way for Using Digital Ruble in National Budget Disbursements

According to Russian authorities, the necessary steps for allocating budget funds using the digital ruble have already been completed, enabling the CBDC to be utilized for these disbursements. The Ministry of Finance has also prepared subsidies for an upcoming test.

Digital Ruble on the Verge of Being Used for Budget Disbursements in Russia

While the digital ruble, the national central bank digital currency ( CBDC), has yet to be widely implemented in Russia, authorities are taking steps to prepare for this move. The Russian Ministry of Finance reported working on making the necessary changes to execute part of the Russian budget in digital rubles, allowing for the disbursement of certain subsidies using this digital currency.

Deputy director of the department of financial policy Osman Kabaloev indicated that the ministry submitted several modifications to the budget code that would allow the seamless inclusion of the digital ruble in its execution.

According to local media, Kabaloev stated:

Amendments have been made to the Budget Code that will allow the use of the digital ruble directly in the budget process, provide for the possibility of allocating funds in the digital ruble, the possibility of opening treasury accounts in the digital ruble.

In addition, the ministry has also prepared a series of subsidies to be executed in digital rubles as part of the ongoing pilot.

The central bank had anticipated that the digital ruble would be used in the budget process in Russia. Nonetheless, there is still no clear launch date for the digital ruble, as the central bank has delayed its launch without giving a new roadmap, only stating that the rollout would be executed “when we are sure that we have worked out all possible nuances together with the pilot participants.”

In February, Anatoly Aksakov, head of the State Duma Committee on Financial Markets, stated that the digital currency rollout would happen in 2026. Nonetheless, actors from financial institutions believe that the pilot needs more time to iron out the technical kinks, projecting a widespread launch by 2027 at the earliest.
